Test A J1772 Charging Station Without Bringing A Car.
The PM701U plugs into any Type 1 (SAE J1772) Level 1 or Level 2 charger and pretends to be the electric vehicle. Two rotary switches set the simulated car state and cable rating, three buttons create real fault conditions, and 4 mm safety sockets break out every conductor and the Control Pilot signal for your multimeter, installation tester or oscilloscope. Commission a new install, prove it to an inspector, or find out in minutes why a station will not start a session.
What It Is, And What It Is Not
The PM701U is a simulation and breakout adapter, not a meter. It makes the station behave as if a car were connected and gives you safe access to the conductors; your own multimeter, installation tester or oscilloscope takes the readings. LEDs on the unit show phase presence, a live PE conductor and Ready status.
It is for AC charging through the Type 1 (J1772) connector, which covers Level 1 and Level 2 stations in North America. It does not test DC fast chargers (CCS1, CHAdeMO) or European Type 2 stations, and a Tesla NACS (J3400) connector needs an adapter to J1772 first. It is intended for trained, qualified people. If you are a homeowner wondering whether your charger works, your car already tells you that for free; this tool is for the people who install, inspect and service the stations.
What It Lets You Check
- ✅ PE pre test before you touch anything. Touch the probe with a bare finger. If the warning LED lights, the protective earth conductor is carrying voltage (open PE, missing PE, or PE wired to a phase). Stop and fix the wiring first.
- ✅ Vehicle state simulation, CP states A, B, C and D. Unplugged, plugged in, ready to charge, ready with ventilation required. Confirm the station starts and stops exactly when it should.
- ✅ Cable rating simulation, PP states NC, 13 A, 20 A, 32 A and 63 A. Check that the station responds correctly to each cable capacity.
- ✅ CP error E. One button shorts the Control Pilot to PE through a diode per IEC/EN 61851-1. A correct station ends the session at once.
- ✅ PE error. One button interrupts the protective earth. The station must stop charging.
- ✅ GFCI trip test. Routes about 6 mA of leakage from L1 to PE at 110 V; watch the Ready LED to see whether the station trips.
- ✅ CP signal on two 4 mm sockets for an oscilloscope: waveform, amplitude and the PWM duty cycle that tells you the current the station is advertising.
- ✅ L1, L2, L3, N and PE on five 4 mm sockets for voltage, loop impedance, insulation, continuity and RCD measurements with an installation tester.
- ✅ Phase LEDs show which phases are present; a single phase North American station lights one.
- ✅ Mains test socket for an external load up to 10 A, to prove the station delivers power and its meter counts. Fused at 10 A, 250 V, user replaceable.
How A Test Goes
- Connect the attached Type 1 test cable to the station, either into a panel mount J1772 socket or onto the station's own cable and connector.
- PE pre test. Bare finger on the probe, no gloves, you must be grounded. LED lights? Stop and investigate the PE wiring.
- Set the PP switch to the cable rating you want to simulate.
- Step the CP switch through A, B, C and D and confirm the station responds at each. Put the scope on the CP sockets to verify the PWM.
- Measure at the L1, L2, L3, N and PE sockets with your installation tester.
- Load test through the mains socket if you need to prove power delivery or metering.
- Trigger the faults, CP error E, PE error and GFCI, and confirm the station shuts down each time.
The adapter supports the verification tests called for in IEC 60364-7-722 and IEC 60364-6: visual inspection, continuity of protective conductors, insulation resistance, loop impedance, RCD or GFCI function, and function tests of error handling, PWM communication, plug locking and phase presence. Follow your local code (NEC Article 625 in the US) and the charger manufacturer's instructions.
Who Uses It
- • Electricians and EVSE installers commissioning Level 2 home and commercial chargers.
- • Charging network field technicians chasing stations that will not start a session.
- • Electrical inspectors who want proof, not a promise, before sign off.
- • Fleet, dealership and facility maintenance teams running periodic safety checks on their own charging points.
- • EVSE manufacturers, repair shops and training programs that need a repeatable bench and field test.

Safety
- • For trained, qualified personnel only. Read the manual before use.
- • Always run the PE pre test first. If the warning LED lights, stop immediately.
- • Indoors or dry conditions only. Not in rain, dew or where condensation forms.
- • Do not load the mains socket and the measuring terminals at the same time. The terminals are for measurement, not for powering devices.
- • Replace the fuse only with a 10 A, 250 V, 5 x 20 mm fuse. If it keeps blowing, send the unit for service.
- • Clean with a damp cloth and mild detergent. Keep the case for transport.
Frequently Asked Questions
What is an EVSE tester?
A device that stands in for an electric vehicle so you can check whether a charging station (Electric Vehicle Supply Equipment) communicates, delivers power and shuts down safely under fault conditions, without a car.
Does it work on Level 1 and Level 2 chargers in the US?
Yes. Both use the Type 1 (SAE J1772) connector: Level 1 at 120 V and Level 2 at 208 or 240 V.
Can I test a Tesla Wall Connector or a DC fast charger?
Not directly. DC fast chargers use a different protocol and connector. A Tesla NACS (J3400) connector needs an adapter to J1772 before this tester can plug in.
Does it show voltage on a display?
No. It breaks every conductor and the CP signal out to 4 mm safety sockets so your own multimeter, installation tester or oscilloscope takes the readings. LEDs show phase presence, a PE hazard and Ready status.
How do I know the station passed the fault tests?
When you press CP error E or PE error, a correctly working station stops the session. During the GFCI test, the Ready LED goes out if the station trips.
What does the PE pre test protect against?
A protective earth conductor that is carrying voltage because of a wiring mistake, an open ground or PE connected to a phase. You find out before you touch metal or connect other instruments.
Does it need batteries or calibration?
No batteries; it is powered by the station under test. No routine maintenance is required. Keep the case if you ever send it out for inspection.
What do I need alongside it?
An installation tester or multimeter for the electrical measurements, and an oscilloscope if you want to see the CP PWM waveform rather than infer it from the station's behavior.
