Find out in minutes whether a J1772 charging station is safe, wired correctly, and actually ready to charge a car. The PM701U EVSE Tester is a portable test adapter that plugs into any Type 1 (SAE J1772) Level 1 or Level 2 charger and pretends to be an electric vehicle. You control the simulated car and cable with two rotary switches, trigger fault conditions with a push of a button, and read the charger's live outputs through 4 mm safety sockets with your multimeter, installation tester, or oscilloscope. No car required.

The problem: you cannot see inside a charging station

A customer says the charger "just doesn't work." An inspector wants proof the install was done right. A new EVSE goes on the wall and the only way to test it is to drive a car over and hope. Meanwhile the dangerous faults, like a floating ground, a reversed conductor, or a charger that keeps delivering power after a fault, are invisible until something goes wrong.

  • Waiting on a vehicle to test every station wastes hours and does not reproduce fault conditions.
  • A car cannot tell you if the protective earth (PE) conductor is live or missing.
  • Guessing whether the fault is in the charger, the cable, the wiring, or the car leads to repeat service calls.

The solution: simulate the car, test the station

The PM701U connects between the charging station and your test instruments. It simulates every standard vehicle state and cable rating, creates real fault conditions on demand, and breaks out every conductor to safety sockets so you can measure exactly what the charger is doing. You get a clear, repeatable test on every station, at commissioning and during periodic maintenance.

What the PM701U EVSE tester can do

  • PE pre-test for operator safety: touch the probe before anything else. If the warning LED lights, the protective earth conductor is carrying dangerous voltage (interrupted PE, missing PE, or PE wired to a phase). Stop and fix the wiring before you go any further.
  • Vehicle state simulation (CP states A, B, C, D): rotary switch makes the charger think a car is unplugged, plugged in, ready to charge, or ready to charge with ventilation required. Confirm the station starts and stops charging exactly as it should.
  • Cable rating simulation (PP states NC, 13A, 20A, 32A, 63A): rotary switch simulates different charging cable current capacities so you can verify the station responds to each one.
  • CP error "E" simulation: one button shorts the Control Pilot to PE through an internal diode, per IEC/EN 61851‑1. The charger should end the charging session immediately.
  • PE error (earth fault) simulation: one button interrupts the protective earth conductor. The charger should stop charging.
  • GFCI trip test (PM701U exclusive): press the GFCI button to route approximately 6 mA of leakage current from L1 to PE at 110 V, then watch the Ready LED to see whether the station trips.
  • CP signal output for oscilloscope: two 4 mm safety sockets give you direct access to the Control Pilot PWM signal. Check waveform, amplitude, and duty cycle, which tells you the charging current the station is advertising.
  • Measuring terminals L1, L2, L3, N and PE: five 4 mm safety sockets connect straight to the station's conductors for voltage, loop impedance, insulation, continuity, and RCD measurements with your installation tester.
  • Phase indicator LEDs: three LEDs show which phase voltages are present at the connector. On a single phase North American station, one LED lights.
  • Mains test socket for load testing: plug in an external load (10 A max) to confirm the station delivers power and that the energy meter counts correctly. Fuse protected at 10 A / 250 V.

Who uses it

  • Electricians and EVSE installers commissioning new Level 2 home and commercial chargers.
  • Charging network operators and field service technicians troubleshooting stations that will not start a session.
  • Electrical inspectors verifying installations before sign off.
  • Fleet, dealership, and facility maintenance teams running periodic safety checks on their own charging points.
  • EVSE manufacturers, repair shops, and training programs needing a repeatable bench and field test.

Recommended charging station test checklist

The adapter is designed to support the verification tests called for in IEC 60364‑7‑722 and IEC 60364‑6. Always follow your local code (NEC Article 625 in the US) and the charger manufacturer's instructions.

  • Visual inspection
  • Continuity of protective conductors and protective bonding
  • Insulation resistance
  • Loop / line impedance
  • RCD / GFCI function
  • Function tests: error handling (error "E" and earth fault), PWM communication, mechanical plug locking, phase presence

How to test a charging station with the PM701U

  1. Connect the attached Type 1 test cable to the station, either into a panel mount Type 1 socket or to the station's fixed cable and vehicle connector.
  2. Run the PE pre-test by touching the probe with a bare finger (no gloves, you must be grounded). If the LED lights, stop testing and investigate the PE wiring.
  3. Set the PP switch to the cable rating you want to simulate.
  4. Step the CP switch through A, B, C and D and confirm the station responds at each state. Use an oscilloscope on the CP outputs to verify the PWM signal.
  5. Measure voltage and safety values at the L1, L2, L3, N and PE sockets with your installation tester.
  6. Load test through the mains socket if you need to verify power delivery or metering.
  7. Trigger the faults with the CP Error "E", PE Error, and GFCI buttons and confirm the station shuts down each time.

What's in the box

  • 1 x PM701U EVSE test adapter (main unit)
  • 1 x Type 1 (J1772) test cable
  • 1 x Portable carry case
  • 1 x Instruction manual

Compatibility

Works with: AC Level 1 and Level 2 EV charging stations that use the Type 1 / SAE J1772 connector, including wall mounted home chargers, commercial pedestal chargers, and portable EVSE units with a J1772 plug.

Does not work with: DC fast chargers (CCS1, CHAdeMO), Tesla NACS / SAE J3400 connectors without a suitable adapter, or Type 2 (Mennekes) European stations. The PM701U is a test adapter, not a meter. Pair it with a multimeter, installation tester, or oscilloscope for numeric readings.

Safety information

  • For use by trained, qualified personnel only. Read the manual before use.
  • Always perform the PE pre-test first. If the warning LED lights, stop immediately.
  • Use indoors or in dry conditions only. Do not use in rain, dew, or where condensation may form.
  • Do not load the mains socket and the measuring terminals at the same time. Measuring terminals are for measurement only, not for powering devices.
  • Replace the fuse only with a 10 A / 250 V, 5 x 20 mm fuse. If it keeps blowing, send the unit for service.
  • Clean with a damp cloth and mild detergent only. Keep the original case for transport.

Frequently asked questions

What is an EVSE tester?

An EVSE tester is a device that simulates an electric vehicle so you can check whether a charging station (Electric Vehicle Supply Equipment) communicates, delivers power, and shuts down safely during faults, without needing an actual car.

Does this work on Level 1 and Level 2 chargers in the US?

Yes. It uses the Type 1 (SAE J1772) connector found on standard Level 1 (120 V) and Level 2 (208/240 V) AC chargers in North America.

Can I test a Tesla wall connector or a DC fast charger?

Not directly. DC fast chargers use a different protocol and connector. Tesla NACS / J3400 connectors require a compatible adapter to J1772.

Does it show voltage on a display?

No. The PM701U is a breakout and simulation adapter. It gives you safe 4 mm access to every conductor and the CP signal so your own multimeter, installation tester, or oscilloscope can take the readings. LEDs indicate phase presence, PE hazard, and Ready status.

How do I know if the charging station passed the fault tests?

When you press CP Error "E" or PE Error, a correctly working station stops the charging session. During the GFCI test, watch the Ready LED: if the station trips, the LED goes out.

What does the PE pre-test protect against?

It warns you if the protective earth conductor is carrying voltage because of a wiring mistake, an open ground, or PE connected to a phase. This check happens before you touch any metal parts or connect other instruments.

Does it need batteries or calibration?

No batteries are needed. It is powered by the charging station under test. Routine maintenance is not required; keep the original case if you send it out for inspection.
